icloud control panel 2.1 ... where do I get an upgrade to this?

I was told in a google search that I'd need to do an upgrade to control panel 2.1 to remedy the fact that I was being blocked from getting into my icloud contact files. I recently upgraded to Windows 10, so that probably has somthing to do with it. Is it legitimate to get an upgrade off of non-apple sites?
