How can I encrypt a dvd or blu-ray when exporting from Final Cut Pro X? is that possible? if not, what software can I use?

It might be possible but not with the software you have. The question has come up a few times, try searching. The problem is that you can copy-protect a DVD (very expensive, requires a service) but you cannot encrypt an MPEG2 file. No real point since there are no conventional, non-proprietary playback systems that can decrypt on the fly.
You can password protect folders on DVD-ROM or use a proprietary player technology.

Do you mean 'copy protection'?
You can't.
What David told you: only avail on commercially 'pressed' disks, using a glas-master etc etc etc = $$$$
plus, there are tons of tools/rippers overriding such copy protections ...
In case you share files (= for playback on computers, not DVDplayers) , most 'zippers'/compression tools offer a password-protection ...
