how do you clear an iphone already disconnected from an icloud account?
My phone is already disconnected from my iCloud account, so when I go into settings to "erase all content and settings" it does not work.

You have to connect to iTunes and re-install the iOS

There is 2 parts of the activation lock
The iCloud, saves that, it sounds like you already removed that
