Can't access mp3 files on iCloud drive.

I created some mp3s in garageband on my desktop computer. I saved them to iCloud drive. But I cannot get them to open from my laptop. There is the little dotted outline of a cloud beside them and they do not open. What do I need to do? Thanks in advance.
