So i just bought an iphone 5 off a guy selling it. He had told me that there was nothing wrong with it and that the passcode was 4 zeros. When i got home and turned the phone on it said disabled. Can someone please help me unlock my phone.

Sorry, but if you cannot get the previous user to unlock it, and you cannot get a refund, then you now own an expensive brick. No one, including Apple, will help you get past activation Lock. The device may well be stolen.

Did you buy it from eBay?
You can try connecting it to your computer then doing this: If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support
If after that it wants the Apple ID of the previous user you need to return it and get your money back.
