I have 2 PC's authorized on my account. I followed the instructions on how to de-authorize all PC's, but I get a message that states I have to wait till June 2016 to perform this function. I want to de-authorize both because one was a work PC that I turned in and can't get access to anymore. Can anyone help me with this issue?

No one here can help. From what you show, it appears that you deauthorized all your devices in June of this year. It can only be done once a year. Contact iTunes support and ask for assistance to see if they can help. http://www.apple.com/emea/support/itunes/contact.html
