How to set up iCloud on all of my Apple devices?

I have a MacNook Pro and an Apple iPhone 5s. They are both using the latest versions of iOS; Yosemite and iOS 8.4 respectively. I cannot seem to get iCloud to work between the two devices. What am I not doing, or doing wrong?

You have to be logged into the same Apple ID on both. Here are the instructions for both.

https://www.apple.com/icloud/setup/
