ipad locked out
I had bought a Ipad from someone but it keeps asking for an Apple ID & password that the other owner Had on it. How do I get pass this?

When/where are you being asked for it ?
If the previous owner didn't wipe it and is still logged in for the cloud then Settings > iCloud > Sign Out . If Find My iPad is enabled and the iPad is on iOS 7+ you will be asked for the account's password, and you will have to contact the previous owner : Turn off Find My iPhone Activation Lock - Apple Support
Then do Settings > Reset > Erase All Content And Settings (after copying any of your purchases, photos, documents off)to remove all of the previous owner's content
