I can't back up my iPhone 4s on iTunes!!!

I can't back up my iPhone 4s on iTunes. iTunes shows me 2 options. Option 1 is 'Set Up as New iPhone' and option 2 is 'Restore from XXX' . I want to back up my old iPhone to my new iPhone. Anyone can help me to solve this problem?

I've downloaded the latest ios on my iPhone 4.
