Why can I only favourite some photos and not others on my iPad mini?

As I go through moments on photos from one photo to the next it will change if I can favourite it or not. Heart symbol top left of the display.

It seems like ones I've uploaded from a memory card direct to the iPad can be favourited where others can not That have been uploaded from a an iPhoto album from the computer.

running v8.4 on iPad mini
