My I pad has a "moneypak" on Safari which I cannot get rid of.
I have tried disconnecting it from WiFi and switching it off and back on, but the Safari page still has the "moneypak" on it.
Can you suggest a solution please?

Go to Settings - Safari - Clear History.
Restart Safari.

If this does not help, reset your device. This won't delete your data stored on the phone.
