Contacts don't backup from my iPhone 4 to my icloud account.

My iphone is dying, so I need to get my contacts onto my icloud account. It is set up. On my phone, I went to Setttings>icloud>. Notes are on, contacts are on and back up is on. I go into backup and press the 'back up now' link. My notes appear on my iCloud account, but my contacts do not.

I have been to the Genius Bar twice, but was unable to get my iPhone to turn on at the store.

Help!

Does anyone know how to trouble shoot this?

Welcome to the Apple Community.

Backing up won't sync your contacts with the cloud, you need to enable contact syncing at settings > iCloud.

The contacts toggle is turned to green in icloud in Settings, which I have been assuming is the action I needed to take to sync the contacts with icloud.

Is there something else I need to do?

Is it possible that the contacts are in your 'On my Phone' account rather than the iCloud account. Go to contacts on the phone and tap groups (top left corner if you have one) you can turn the groups on and off to see which account your contacts are in.
