I've purchased an Ipad mini with (unknown to me) a Claro 18.0 sim card. I tried to use it on my Verizon account but they can't / won't activate it. What can I do to be able to activate it?

Unfortunatly, Claro is in Brazil, and I don't speak Spanish!!
Then return the iPad to where you purchased it and demand a refund.
Not able to do this. Bought on Ebay, last December, guy is no longer on eBay. Only said it was "unlocked" which is what it is. My bad on purchasing without more info.
That said, is there anything else I can do?
Nope, only the carrier can unlock it.
