Q: Need to  move the  Photos library.

1 - you have nothing backed up to iCloud - there is no way to use iCloud as backup for you Mac or Photos library - unless you have a local backup you have no backup

2 - you can delete the old iPhoto library but I suggest you not do that - if you do and you want or need to use iPhoto is it is difficult or impossible once you delete the iPhoto library - ad it you are thinking that you will save a lot of disk space you are incorrect - it will save very little space as the migration uses hard links not duplicate photos - Photos saves disk space by sharing images with your iPhoto or Aperture libraries - Apple Support
