Q: Deactivated iPhone 4 not Connecting with Bluetooth Speaker

Please forgive me if this question shows my ignorance, because I don't really understand exactly how Bluetooth technology works. I recently upgraded from an iPhone 4 to an iPhone 6. The apps on my old iPhone still work with WiFi, and I was going to use it to play Pandora while working around the house. Much to my disappointment though, I can no longer get the old iPhone to connect to my Bluetooth speaker. I've never had a problem in the past getting the two to connect via Bluetooth, and none of the settings on the iPhone have been changed other than the iPhone being deactivated by AT&T. Is cell phone service or a data plan required to use Bluetooth?
