Could you please elaborate on your problem?
What I understand from your post is that you are running a network but your iPad keeps connecting to other networks?
Or do you want to restrict the ability for a user to change the connected network?
A side question, are these other network in the area "Open" or do they have passwords?

Here is what you need to do for maximum security. I believe you can secure your wifi settings with a configuration profile via an MDM. not a 100% sure.
To establish ownership of the device and prevent profiles from being deleted use DEP. To setup the configuration profiles get an MDM. Meraki is a free MDM.

Aug 9, 2015 5:09 PM in response to inevit4bleby anabrew,the ipad has several networks to choose from, one is password protected (the one that i want to be the only one used). the others are open with no passwords. i would like to make it so that my ipad connects to only one specific network and not allow connection to any other networks in the area.
