If yes, the upload may be blocked by a firewall or antivirus software. If you are using tools like Kaspersky or Little Snitch,disable them temporarily, so iPhoto can reach the server.
Which version of iPhoto are you using? You can no longer order books from iPhoto '08 or earlier. Only iPhoto '09 and iPhoto '11 are supported, see: Apple Photo Services: Product line details for books, cards, and calendars - Apple Support
If you are using 'iPhoto '11, have you set the Print Products Store to the correct country - in Photos > Preferences > Advanced?

Apple's servers have been down for several weeks in Denmark, Sweden, Finland.
