I've set up icloud on my ipad and iphjone but can't figure out where the icon is to get into it.
Get into what part of iCloud, the Drive, the Photo Library, email, contacts, calendars etc?
You're going to have to be more specific.
The only iCloud icon is in Settings->General->iCloud.
For anything else found on iCloud you use the relevant App. For documents on iCloud you would use the Pages app. For E-Mail, the Mail App etc...
What exactly are attempting to do?
Sorry, this is a bit confusing. I have icloud installed on my Desktop, iPad and Iphone 6. I can access iCloud (for my photos) from the icon on my taskbar. I'm trying to access them on my iPad because my system crashed on the desktop due to the installation of Windows 10 (a common dilemma it appears). So now I had a black screen with "missing operating system" on the desktop and want to know if my photos are still in the cloud. I don't know how to access it from the iPad even though I've set it up. Under settings it says the everything is ON except my contacts.
If you were using iCloud Photos, then they should appear in the Photos App, in your iPad and iPhone either under Shared, or under the Photo Stream Album.
Otherwise, how did you get the photos onto iCloud?

The photos uploaded automatically on my PC I think. There were tons of them that didn't come over to the ipad/iphone. My PC kept notifying me that the space for the cloud was almost used up. I was trying to delete some unwanted photos. Could I have deleted all of them by mistake?
You think they uploaded automatically? If you were using iCloud photos, as I said your photos would be in the Photos App.
If you don't see everything in the Photos App, and were getting storage space notices, then it probably means not everything got transferred over because there wasn't enough room to do so. You only get 5GB free of iCloud space.

I'll have to double-check on that. Do you know or can you point me in the right direction to help me with my "missing operating system" message? I've looked everywhere and no one seems to have the answer. I hope my pictures are still able to be recovered.
You'll probably need to restore the Windows computer using its restore options. The first place I would look in is the Manufacturer's website, for instructions.
Other than that, you may need to get help from a Computer repair shop. They should be able to recover your Photos while they are at it.
