I've seen this before.
Try from a Mac or PC and to to iCloud.com and create the account.
After creating the account there you can sign in on the iCloud on the device.

Thanks but I tried going through to iCloud and adding it from there. I also tried by going into my MAIL program and adding it there. none of the email addresses I picked would be accepted. Which I tried many many different ones.
New iCloud email address, all email names are taken??
