I had this problem too, but the app-specific password generator did the trick for me.
As my iCloud email is protected with Apple's two step verification, I needed an 'app-specific password' to sign into an app that's not provided by Apple, like Windows Mail which doesn't support entering verification codes.
Here's the steps (done via my laptop):
Your iCloud email should now start to appear. Despite spending days looking at the config settings, it seems Windows Mail pre-set config is correct, so you shouldn't need to change the incoming or outgoing email server settings:
Incoming email server: imap.mail.me.com:993:1
Outgoing (SMTP) email server: smtp.mail.me.com:587:1
I hope this helps someone. A word of warning though. If you change your primary Apple ID password, all your app-specific passwords will be automatically revoked and you'll need to generate a new one for any apps you want to keep using.

Didn't work for me. Turns out that the @icloud address that I'm trying to add belongs to a second Apple ID that I didn't realise I had! My usual one wouldn't let me add this @icloud because it said it was unavailable. It eventually dawned on me that it might be 'owned' by a different Apple ID. Sorted it now.
To those that continue to have this problem and do not have the Two-Factor Authentication, I recommend you do set up the Two-Factor and then use the app specific generated password, it should work then.
I can't enable two factor as I moved away from iOS and MacOS. It worked just fine on Win10 Mail. Now I disabled 2FA, and Win10 Mail stopped working (of Course). I entered the right PW but it doesn't work. Also on my new not iOS Phone, I can't Setup icloud Mail.
Accessing icloud from a Webbrowser works just fine
Great help, works perfect! Thank you
Cannot get the fix to work
I do not use the two factor authentication, but still cannot sync mail in windows ten. There does not appear to be any way to get an app specific password without the two factor auth. Need help
in the securiy section i cant see and dont get 'n the 'App-Specific Passwords' section, hit 'Generate Password'
therefore i can't enter a new password and cannot continue, HELP
This is my problem as well, I do not use 2 factor authentication.. my username to access icloud is different than my email address.
I too have this issue, I have tried every workaround but it still doesn't work. Any idea's on how to fix this would be helpful.
Same problem here!
Same issue here. Windows 10 Mail won't sync with my iCloud account.
Oddly enough, the linked Windows 10 Calendar app does connect to my iCloud account so it's not a credentials problem (I use app-specific passwd since I use two-factor), Could be a SSL vs TLS issue since Win10 Mail does not give those options for secure access to IMAP and SMTP.
Fixed my issues with the Windows Mail App.
Yep that worked. Thank you so much!!
The answer worked for me and I am able to send and receive mail. However, I continue to receive an error message from Windows 10 mail: "Your iCloud account settings are out of date". Very odd... And annoying!
