How do I get Apple pay on my iPad mini 3

Apple pay only works on iPhone 6 at the moment .

That is not correct. Apple Pay works on iPad Mini 3, although only for in App purchases. You will not be able to use Apple Pay with an iPad Mini at brick and mortar stores with NFC contact-less terminals.

To setup Apple Pay on an iPad mini 3, You need to go to Settings->Passbook & Apple Pay, and setup the Credit Card there.
