I've just signed up for home sharing, with 3 children under 13. It all seems to work fine. However, when my kids request for me to pay for an app, I can only see the request if I am actually looking at my iPad. If my iPad is off, the request disappears. It also doesn't show up in my notifications. Where can I see past payment requests?

It sounds as if you have Family Sharing set up for your family group, with Ask to Buy turned on for your three young children, and you want to know how to see Notifications of purchase requests that came up while you were not using your iPad, is that correct?
You can access Alert and Banner Notifications by swiping down from any screen. See this article about Notifications for iOS devices - About Notifications on iPhone, iPad, and iPod touch.
