Q: I need to upgrade my operating system to at least 8.0 in order to download the Wall Street Journal app

Is an upgrade downloadable?  If so, what is the correct procedure?  Many thanks!

    GO to settings> General> About and type the model number here please. Unless you know what generation iPad you have. iOS 8 is not compatible with the first generation iPad and it can't be updated anymore.

    Go to Settings > General > Software Update > and it will let you update to the latest software that is compatible with your device. You need to be connected to Wi-Fi and know your Apple ID.

    The model number is MC769LL/A.  Is my iPad too old to upgrade?  Would I have to upgrade all the way to 8.4 per the Settings?  Would an older version work?

    You appear to have an iPad 2. The iPad 2 is compatible with iOS 8. You will have to update all the way to iOS 8.4. I would recommend doing the update via iTunes and the computer, but if that's not possible or if you would prefer you can still update on the device via Wi-Fi.     Or just do what I suggested above earlier, the simplest way... Go to Settings > General > Software Update > Download and Install and it will let you update to the latest software that is compatible with your device, in this case iOS 8.4. Unfortunately you have no choice but to upgrade to the latest iOS whether you do it like I suggested above or through iTunes. The only choice is to leave it as is with the current iOS or upgrade to the latest version compatible with your device.

    The simplest way is not always the best way. I recommend connecting the iPad to a computer running iTunes. The OP can then backup the iPad and save all data should something go wrong with the update. Also updating while connected to a computer running iTunes requires less free space on the iPad.

    No.

    You can only update to the latest iOS version which is iOS 9.3.3.

    You can install the current iOS version, 9.3.4, on a 4s (and iPhone 4 only supports up to iOS 7.1.2) - you can't update to an iOS 8 version, only to the highest iOS version that it supports. Either use Settings > General > Software Update, or connect it to a computer's iTunes and use its Summary tab there to update it - if you do update, take a backup first, copy purchases over to your computer's iTunes library, and preferably take your own copy of any important documents and/or photos.
