Unfortunately, there is no way to retrieve the texts the blocked person sent while he/she was blocked. However, just as questionasker3 suggested, you may unblock the person, should you opt to start receiving texts and calls from that person again.
If the person you blocked has been spamming you with calls and texts, you could instead turn on the Do Not Disturb function of your phone in order to stop receiving any notifications of texts, and all incoming calls will be sent directly to voicemail. You may still view your messages and missed calls, but you won't be notified so long as your phone is on the Do Not Disturb mode. As soon as you notice that the person has stopped spamming you, you may already turn off the Do Not Disturb function and resume with your daily activities.

No, there is no way. Those texts are long gone. They are not delivered and are deleted from your carrier's servers. That is what happens when things are blocked. If you wanted the texts, you would not have blocked the contact/number.
Previously received (blocked) texts went to never-never land.
Every other phone except iPhones do it. It *****! You can go back and look at blocked calls and texts on every other phone. Ugh
It would be helpful in a legal situation to deal with filing for harassment or restraining orders, the person you may have blocked could still be sending you threatening messages, having the ability to retrieve those messages at a later time is important
To receive future texts from that contact, you will need to unblock them.
I don't understand why it is that you would want to go back and see messages from someone that you have blocked. If you want to see the messages, why did you block the person? Collecting blocked messages is ridiculous. Waste of space and time. If wasting your time to go back and review messages from a blocked contact, then go to one of the other devices that you mention. Obviously they don't do a very good job of blocking texts, if you still receive them.
If the person that you blocked is sending you messages, and you have them blocked, they are not harassing you. If you have a restraining order that they are not supposed to text you, if they are actually using text messages, then your carrier would have a record of a text being sent. While they won't have a record of the content, it would show that a text was sent, if they were not supposed to text you.
Every other phone can do this. I don’t understand why apple hasn’t found a way to allow people to retrieve the blocked messages. It would be EXTREMELY HELPFUL, to show the judge i still need my PPO BC ME EX IS NUTS!!!! And didn’t stop! Just bc I didn’t want to read the messages for 6 months doesn’t mean he quit!

If you wanted to see the messages, then you shouldn't have blocked the sender.

Um.. no. every other phone can not "do this". Have your lawyer subpoena your ex's phone records if you need evidence to show a judge. If your ex was sending you messages in violation of a ppo, you should have notified law enforcement instead of simply blocking the messages.
