I'm trying to access some calendars that someone else created using his iOS & iPhone. I assumed that I would be able to access them similarly as I do my Google calendars. I've created an iCloud account but apparently I have to activate it via an Apple device which I do not have. So none of the Android apps or the iCloud for Windows program can login even though I can login via a web browser to iCloud. Any ideas on how to activate my iCloud account?

The only way you can access calendars created by someone else on their iPhone is if they "share" the calendar with you. Here's some information on sharing:

Thanks for providing a little more clarity about your situation.
It sounds like your friend created a private calendar, which can only be accessed by other iCloud users with iOS devices. In the future, if it would be easier, s/he can create a public calendar for you.

Public calendars can be shared with anyone. To access public calendars, visitors need to use Calendar on a Mac, Microsoft Outlook on a Windows computer, or any other app that supports the iCalendar file format.

The person who created and maintains the iOS calendars has granted me access to them. I have received an E-mail for each calendar that allowed me to join the calendar.
The issue is that I was unable to join the calendars since my iCloud account couldn't be activated since I do not have an Apple device. Fortunately, I have resolved the problem by using a display iPhone in a local Target to access and thereby activate my iCloud account.
