The next version of Photos will make batch changing possible. Then you will be able to change the titles and captions of multiple selected photos simply in the Info panel. Wait for the next Photos release to come with MacOS X 10.11 El Capitan. See: Apple — OS X El Capitan
Until then batch change the titles and captions in iPhoto before you import the photos Photos.
Or use one of the scripts we have posted in the User Tip section: Photos for Mac User Tips
For example:

You mentioned doing them in iPhotos 1st. Help the ignorant here. So you are saying that I should download them into iPhoto 1st, do what i want to do there and than transfer them over to photos. Is there an easier way?

Exactly. First import to iPho, add locations and batch change the titles, then export the versions and import them into Photos. Or wait till the next release.
