So i made a new Apple ID and it worked ok like i could download apps and everything but when i turn off and on my wifi it popped up my old Apple ID and i tried to make a in app purchase , it never popped up to ask if i wanted to buy this but instead it never did and kept loading forever

Thank you for contributing to the Apple Support Communities.

It sounds like you've created a new Apple ID but you couldn't use it to make a purchase on the iTunes Store.

If it's a brand new Apple ID, make sure you've entered your iTunes Store payment information following the steps in Set up an Apple ID in iTunes. You may need to re-enter or verify some information such as your credit card security code.

If you've followed those steps and In App Purchases still don't complete, sign out and back in to iTunes on your computer or iOS device:

Sign in with a different Apple ID on your iPhone, iPad, or iPod touch - Apple Support

Sign in to the iTunes Store, Mac App Store, and iBooks Store on your Mac - Apple Support
