If you are having an issue with your Apple TV not allowing you to set up an iCloud connection, the first thing I would try would be to restart the Apple TV. See this article - How to restart your Apple TV.
If the issue is still unresolved you may need to restore your Apple TV. Use the steps in this article - Restore your Apple TV (2nd and 3rd generation).

You might wanna check if all the required ports that Apple TV uses is open in you router.

1. Setup Personal Hotspot on your iPhone: Share your Internet connection with Personal Hotspot - Apple Support
(If you don't have an iPhone, check if your phone allows to Share Internet with other devices, if yes, then look in your phone manual how to turn on this option)
2. Temporarily connect your Apple TV to Personal Hotspot connection created from your iPhone.
3. Sign in to iCloud with your Apple ID.
4. Reconnect your Apple TV to your home Wifi: Get help with Wi-Fi networks and Apple TV - Apple Support
If that setup worked, call your ISP and asked them to unlock for you ports listed in this article:
