It sounds as though you're not seeing all of your photos when trying to choose a photo to upload. When you're choosing photos to upload, you're utilizing the Media Browser to select photos, and if you're using iCloud Photo Library, you may not see all of your photos in the Media Browser.
The article linked below details why this is, and how to get photos to appear in the Media Browser if you're using iCloud Photo Library, and don't want to keep full-size originals on your Mac.

That would be helpful, except that I'm not using iCloud Photo Library. I'm not too keen on the "back up ALL your photos... well, at least 5GB" idea when there's more space available elsewhere.
Regardless, I'm not using iCloud for my photos, so... this isn't a factor.
I tried chatting with an Apple Support technician online the other day, but he couldn't solve my problem and didn't understand my problem, really. He said he'd get me connected to a Senior Advisor who would call me in five minutes. Well, three days later and I'm still waiting for the call.

I cannot attach a photo to an e-mail (using the Apple Mail App), I can't upload a photo to Facebook... Quite annoying.
The Finder-browser that appears when I want to navigate to a photo only shows the photo library, so (if I have the time), I can attach the whole library (database).
... and of course, the mac has been restarted numerous times, and this problem has been there ever since the transition from iPhoto to Photos.
