I am having this exact same problem, and have already wasted 3 CD's trying to fix this. I hope someone can figure this out!!!
Same issue for me.
Tried turning off shuffle and burning again.
I don't see anywhere to adjust play order as opposed to display order. Although I'm not sure why you would need both.
Same as above any help would be appreciated.

The apparent order of a burned CD may depend upon how you have iTunes display it - https://discussions.apple.com/thread/3797427?answerId=17827921022#17827921022 and https://discussions.apple.com/thread/4009947?answerId=18583827022#18583827022
Same here. It puts the tracks in alphabetical order, even though the playlist shows them in numerical order before burning. And it isn't just the way the tracks are displayed in the burned CD. I put it in another player and they play alphabetically.
You people are being somewhat unspecific in your statements which is why I blanket posted a bunch of help links so you could read them. How exactly are you determining they are being put on in alphabetical order? What kind of CD are you making? What brand/type "another player"?
First, I'd suggest reading the information in the articles Limnos has linked.
If nothing helps, here's another tip that I didn't notice there that may be useful: Control-clck on the playlist name in the sidebar, and from the popup menu select "Copy to Play Order." Then burn the CD.
I can't swear from personal experience that this works, because I haven't (so far) encountered this problem.
iTunes 12.2.2.25
After creating a playlist and manually ordering the songs the way I would like them to play back.
Attempt to burn an MP3 CD expecting the songs will remain in the order I placed them.
CD Burns fine but when the CD loads in iTunes the songs are no longer in that order. They appear to have been reordered in alphabetical order by Artist.
Cannot find any preference that controls this and "Copy to play order" does not seem to do anything.
Unfortunately the link from above "How to set the play order of songs on an MP3 CD" is broken and a search does not bring up any pages with that title.
Thanks
[Deleted because I have resolved the issue]
Richard Grant, clicking on "Copy to play order" actually worked! Thank you so much.
I do feel as though every time they "upgrade" iTunes, it gets less intuitive and more difficult to use.
Thanks Richard - top tip... it worked!
