You can use either Photos or iPhoto
You can not consolidate Photos into iphoto except by exporting from Photos and importing into iPhoto
You can not delete Photos as it is part of the OS - you can not use it and set it not to open when your phone or camera is connected
Imports are not random - however you have things set up every time each device is connected the program set of it will open and import - that will not change from connection to connection unless you specifically change it

Aug 8, 2015 11:52 PM in response to LarryHNby Schapiro,Sorry about that. I will clarify my concern. And perhaps I don't fully understand how "Photos" works.
I currently have both iPhoto and Photos on my computer. I if open both of them side by side, there are different pictures in both libraries.
The majority came from some form of import which must have taken please when I downloaded "Photos." However, when I plug in my iPhone is opens (that I think I could change) but the trouble is is asks that I import the picture off the phone. So I have accidentally put pictures in to different programs.
It does not appears to me, that these programs merely "open" the pictures. I see major differences it what it carries. And, when right clicking and hitting into, I can see the space it takes up. I basically now have duplicates of my photos - an additional annoying issue.

Aug 9, 2015 5:26 PM in response to Schapiroby LarryHN,No reason to expect that iPhoto and Photos libraries contain the same photos - they are two different programs each with its own library - initially when the migration was done they were identical and since then any change you made in wither is not reflected in the other - it is only in the one you made the change in
This is not clear due to improper use of pronouns and typos

But I think you are importing photos into iPhoto sometimes and Photos other times - only you can control this
and no either program merely opens a photos - both are SQLite database programs that only work with photos that have been imported into their database
and no you do not have duplicates unless you have imported the same photos multiple times - the migration does not duplicate photos but creates "hard Links" so Photoa dn iPhoto share access to the same original photo and the same preview - Photos saves disk space by sharing images with your iPhoto or Aperture libraries - Apple Support
and as original posted
You can not consolidate Photos into iphoto except by exporting from Photos and importing into iPhoto
and the same is true going from iPhoto to Photos
