This inquiry appeared in the old Notebooks> iBook (G3/G4) portable computer ASC area.
However, the question appears to have the same answer it did a few years ago, after a
bit of researching via search engine. There is a book/app offered at Microsoft's own store
whose topic is iBooks Author, but it does not specify if they offer a way to use it in a PC.
Most topics or activity about the use of iBooks Author regarding Windows OS, is dated.
And as Windows transitions to version 10, and Apple's OS X moves on, it's almost any
one's guess. Even this seems outdated, though it says it could work in Windows 10:

Perhaps someone will offer suggestions for alternatives to do a similar function for Windows
