I am charged $.99 every month for this plan. I need to know how to cancel the Plan.

This is a user to user forum you are not talking to Apple and we cannot cancel anything for you.

If you need to downgrade the iCloud Plan, and you no longer have an iOS device, you can do so from iTunes on a computer:
iCloud storage upgrades and downgrades - Apple Support
