How do i recover my photos?!

I had over 1,000 photos in my All Photos on my iphone 5. I now only have about 200, i didn't delete them or do anything with itunes recently. i went onto icloud and i can see those 200 pictures plus 800 exclamation points, so its like icloud knows they were there but i cannot access them from my iphone or icloud. please help! i hope there is a way to recover them. i don't understand why they would just delete, and not just stop me from being able to upload if i was out of storage space. did they cut the available storage space for some reason? 😟
