With Apple Pay, your iPhone and Apple Watch work independently of each other.
Apple Watch confirms transactions via a tone and gentle pulse. It does not provide further confirmation and it does not share Apple Pay transaction information with your iPhone. (In any case, notifications are mirrored / relayed only from the iPhone to the watch).
Even if the same payment card is registered with Apple Pay on your iPhone, it is regarded as a different payment method (each combination of card and device has a unique Device Account Number).
Notification features can vary by card issuer. It is also possible to install a "Pass" in your iPhone Passbook: for example - American Express Pass for Passbook®. For eligible cards, this can notify you about all transactions (including Apple Pay), with notifications sent to your iPhone or Apple Watch based on the usual rules (iPhone locked / unlocked, etc).
