You can't make change like that, but you can create address like that when you enable mail or notes under icloud in settings of your device. That is unless that address is already used by someone.

I'm wanting to change my existing Apple ID email address to my personal email address but the maintain Apple ID process doesn't allow an apple address

As far as I know you can not modify to icloud or from icloud.com.
