You must understand that your question is one that someone would ask concerning a "found" or "Stolen" iPad. The security is present to prevent the "Use" of Apple devices under those circumstances.

If you received this as a gift or bought it from someone, only they can get you to your goal.

Anything that is on the iPad that was bought on his account are permanently tied to his account, so only his account can download updates to his apps etc. To log out of an account tap on the id in Settings > iTunes & App Store.

If he was using iCloud and had Settings > iCloud > Find iPad enabled then the iPad has activation lock enabled on it : Find My iPhone Activation Lock - Apple Support. You will need his password to log out of the account, or to re-activate the iPad after resetting it back to factory defaults (and possibly after updating the iOS version on it). To remove the iPad from his account, if you were the original purchaser of the iPad and have proof of purchase (e.g. original receipt with the iPad's serial number on it), you could try going to an Apple Store (make a Genius Bar appointment if you do), or contact iTunes Support online ('contact us' link bottom right of every page on here).
