Trying to print a 10x13 pictures

I have a wide printer and I can print pictures up to 13x19. The problem is while using iPhoto 9.6.1 on my iMac 10.10.4 I'm trying to print a picture 10x13 but it came out 7.25x10.75. I keep wasting ink and paper. Why can't someone create a format that prints out custom size pictures just by typing in the dimensions.

iMac (21.5-inch, Mid 2014), OS X Yosemite (10.10.4)

Yes to both. But the problem comes when I have to pick paper size. 10x13 isn't a choice so I picked "brochure" which is 11x14 which will allow me to customs size it to 10x13. Then there is the aspect ratio that comes up 1:1, 3:2, 4:3, 5:4 don't have any idea what that is.

Thank you both for your replies. I selected "custom" for the aspect ratio and put in 10 and 13. I printed the picture and it came out 10.25X12.75 which is OK I can trim and there frame will hide the white section but I ran out of ink halfway through. I just think things are getting way to complicated to get something done on something that this machine suppose to make things easier.
