Q: Why will my Apple TV not allow access to the main menu?

I am having the exact same problem. Do you think it is a server issue?

I can connect to iCloud but not to iTunes or anything else. It will also let me AirPlay. I only got the Apple TV today from my dad and it was working fine with him. I restored it so that I could use it and had no luck with it. I think it will be an error with the current os.

I have fixed it. All I did was try to AirPlay something from my iPad to the Apple TV and it kicked into action. Hope this works.
