apps using wi-fi transfer from device to computer

Hello,

I have limited download with my ISP. So I was wondering if when I transfer my videos and pictures from my device to my computer... using apps that use "wi-fi transfer" (I open my browser in my computer and type http://19x.xxx.x.xxx)..

So I was wondering if this kind of transfer counts as real downloads of if it is something internal transfer and does not counts as a download with your ISP?.

This question is good for ipads, ipods and phones..
