how long does it take for a picture taken on i-phone to show in photo on mac

I used to see photos taken with my i-phone in "my photo stream" in "i-photo" on my Macbook pro

Since an upgrade to Yosemite which loaded "Photo" vs "i-photo" on my Mac, as well as an upgrade to new i-phone,

I can't seem to get things to sync properly

I am using i-cloud and have everything set to store and retrieve all items (photos) from i-Cloud

When I go into "All Photos", I see photos from 3 days ago but nothing more current.

Am I doing something wrong?

MacBook Pro, OS X Mountain Lion (10.8.2)

I'm using 8.4 on an i-phone 6 and version Yosemite 10.10.4 on a MacBook Pro. On the Mac, my iCloud settings have iCloud Photo Library, My Photo Stream, and i-Cloud Photo Sharing all checked; I have subscribed to 200 GB; the "manage storage" button says I have 3381 photos and 78 videos stored in i-Cloud

On the i-phone, all photo settings under i-Cloud (Photo Library, Upload to my photo stream, upload burst photos, iCloud photo sharing etc.) are turned on.

As of this morning, when I look in the "All Photos" folder on Photos on the MAC (which I assume functions like "My Photo Stream" used to), it shows a date range of June 12 1999 to Aug 7, 2015 for the photos it is displaying. In other words, it stopped updating 5 days ago for some reason. Also, when I look at the "Photos" folder, it states at the bottom that this holds 3553 photos and 65 videos (different statistics from the i-Cloud settings) and below that it says "Uploading 664 items". This last statistic has decreased over the past couple of days from when it said uploading 1500 or so items.
