Beep sound meaning other person is on the line
When I call some people, there is a beep in between rings indicating the other person is on the phone already. Is this true for all phones, all providers?

Not sure about other situations but if the other person has AT&T and has call waiting disabled, the call goes immediately to voicemail -- on the callers end it sounds and acts the same way as if the other person's phone is turned off or is otherwise out of service.

I didn't say that -- as I don't know. I only gave one example that I do know where a person can be on the line and the call will go straight to voicemail.

That would depend on the carrier. I get that beep if the line is engaged. If I let it keep ringing, it will go to voicemail.
So if you call someone, and you actually hear it ring, but there is no beep in between the rings, then there's no doubt that they are not on the other line?
