In the step where I am supposed to format the windows partition (In windows installation, selecting a partition to install Windows to), I only see the Hard Drive with 1TB and not the windows partition that has 250GB along with the 750GB Mac part. Help?

Yes that is exactly what I'm seeing, however, only the "Unallocated space" Drive is showing up. And I am on a 2009 iMac
Do you see a scroll bar with the list of partitions? Please also see Macs with Fusion drive: How to find BOOTCAMP partition in Windows installer - Apple Supporteven though you do not have a Fusion drive.
NO, all I see is one drive, "Drive 0 Unallocated Space", but I know for a fact I partitioned it.
Can you boot into OSX and post the output of the following Terminal commands?
diskutil list
diskutil cs list
sudo gpt -vv -r show /dev/disk0
sudo fdisk /dev/disk0
The "sudo" commands will prompt for your password, and it will not be echoed back. You may also see a warning about improper use of "sudo" and potential data loss due to "abuse" of the command.

Your partitions look appropriate.
Can you run Disk Utility and Repair Disk? If it gives you any errors then boot in Safe Mode - Try safe mode if your Mac doesn't finish starting up - Apple Support and then boot normally. Try your BC Installation.
