Q: How do I remap a key?

MacBook Pro running Mavericks

 

I have a swedish keyboard.  Two keys to the right of the P key is a dead key with three symbols, unshifted it produces the german umlaut, ¨, shifted it produces the french circumflex, ^, and with the Apple key it produces that curly spanish symbol whose name I forget, ~.  Since I write a lot of pinyin in my chinese studies I would like to change this so that shifted it produces a u-shaped accent, ˘, instead of the circumflex, and with the Apple key it produces a straight line over the letter, thus: ˉ.

 

On my Ubuntu box I do this with xmodmap.  How do I do it on the Mac?
