does the Photo Book preview correctly? Preview a print project in Photos, iPhoto, or Aperture to avoid issues - Apple Support
You can try in safe mode (be sure to preview again since fonts can change) but probably you will need to keep trying

If it is the 8-1/2 x 11 softcover, I just noticed that in the new Photos 1.0.1 app, which replaces iPhoto, the only sizes of softcover books they are offering are 8 x 8 and 8 x 6. I, too tried to buy a softcover 8-1/2 x 11 book using iPhoto 9.4 on an older computer and it would just hang there and not complete the order.
I think Apple has made many changes with the new Photos and the older iPhoto software doesn't work as well any more.
As a work around, I exported my book project from iPhoto to a pdf by holding down the option key while clicking on the project and saved it to my desktop. Then I found a great print service called prestophoto.com where I had the option to upload the PDF. They even had a setting that asked if it was an iPhoto book project, and it all went seamlessly and I ordered the 8-1/2 x 11 softcover book from them at about the same price (slightly less) than Apple offers.

I finally talked to someone at Apple who said they have been seeing this problem a lot with people who are using older versions of iPhoto. I have a 2011 Mac Book Pro and was running OSX 10.7.5 with iPhoto 9.4.3. He told me to upgrade to Yosemite which I did. all my photos and photo books migrated into the new Photos app successfully and I was able to place an order for my photobooks:)
