Hi is it possible to configure an iPad so only safari can be used just for one website?

No, but you could configure your firewall/web filter to only permit that device to access what you want it to and block other content. How to do that is beyond the scope of these forums.
What about just giving access to Safari to the user?
I think if you go to settings>general>restrictions and scroll down to allowed content>websites> only specific websites you could delete the ones there and add the single site you want to allow. This is meant to be as a parental control feature, so I'm not sure how it would work in a business setting. -AJ
