Thanks for using Apple Support Communities.
From your post I see that you're confused about not being able to sync music given you have iCloud Music Library enabled. This is to be expected, since there is no need to sync content to your iOS device, as you have access to them at all times on the device itself.
If you're a member of Apple Music or have an iTunes Match subscription, you have iCloud Music Library turned on. When you have iCloud Music Library turned on, you can't manually manage music.

If you want to be able to sync music through iTunes, you will need to disable iCloud Music Library.
