They won't show in the Purchased tab for redownloading, they (and tones) are one-off downloads. You should be copying all purchases over to your computer's iTunes via File > Devices > Transfer Purchases and taking backups of them, other items (music albums, apps etc) could be removed by the rights-holders from the store at any time.
If they are in the Downloads tab in the iTunes store app (if they had previously been successfully downloaded then they shouldn't be) then what have you tried e.g. disconnecting/reconnecting to your network, connecting to a different network, closing the iTunes store app via the iPad's taskbar, soft-reset of the iPad ? If that doesn't work then you could try contacting iTunes Support and see if they will remove them from your download queue and grant you a redownload : http://www.apple.com/support/itunes/contact/
