I download songs on Apple Music and they display under My Music but they do not appear on my wife's phone. We are linked using Home Sharing. Is there another setting I need to activate?

You can't link two phones with home sharing.

Yes, but you are talking about Apple Music. I believe they have or will have a family plan for that. Regular Home Sharing is for things you actually own such as music purchased from Apple, or CDs. Apple Music has to be downloaded/streamed directly from Apple to the device.
Thanks Limnos, that makes sense. How do I then share songs I have purchased on iTunes? Also, how does the shared calendar work? That would be super useful.
Home sharing is for sharing iTunes content from a computer only, you can't share anything from a mobile device.
Regardless of what plan you use, music downloaded under your account won't automatically download to her account. If you turned on family sharing she could manually download anything you purchased, but that would mean you paying for both accounts unless she bought iTunes vouchers.
