Aug 13, 2015 6:08 AM in response to Maroon9by KiltedTim,No. A SIM is required. The phone is carrier locked. Most likely to AT&T in the US. Only the carrier it is locked to can authorize unlocking it.

I have already used this iPhone with the same SIM. but i have upgraded to iPhone 6 and now i want to activate it to check if it is still working.
So it is not locked...

can unlock it. You will have to contact the locking carrier to see if they offer
unlocking and if you qualify.
